Other government departments and municipalities complain that there is inadequate co-ordination and information sharing about plans for land reform. These actors very often do not have all the skills and institutional capabilities required to service land reform projects. Some departmental officials claim that land reform projects are being ‘dumped' on them with insufficient notice for these to be included in budgeting or planning processes, and without any consideration of their capacity to supply the necessary services. This leads to fragmentation and may result in a ‘lose-lose' scenario where departments and municipalities come to regard land reform projects as a liability, associated with problems and conflict, rather than accepting they have a crucial role to play.
