As the Minister has recognised, the key element required for the success of such an approach is to embed land reform-related outputs within the key performance indicators (KPIs) and performance appraisals of senior managers across the relevant departments. This will make co-ownership real rather than rhetorical. This will require that the performance of senior managers in DLA, the CRLR, NDA, Department of Provincial and Local Government (DPLG), Department of Environmental Affairs and Tourism (DEAT) and Department of Water Affairs and Forestry (DWAF) are evaluated against their agreed contributions to creating an enabling environment to make land reform work, together with the managers of relevant provincial departments and municipal managers. This will require securing approval for the strategic approach at the levels of Cabinet, the Social Cluster of Ministers, and the Premier's Forum to ensure the necessary alignment.
