In the light of the above, it became clear within DLA that it would be inappropriate to continue to develop a SIS Strategy which focused only on Restitution. In August 2006 our mandate was expanded to include Redistribution, with a particular focus on LRAD and Commonage. This led to the development of a draft Settlement and Implementation Support Framework and the development of practical strategies for meeting the demands of settled Restitution claims, LRAD and Commonage projects. This framework has gone through a number of iterations and is presented in Chapter 6.
