Our focus was redirected to dealing with the nuts and bolts of settlement support. A series of evidence-gathering initiatives built on aspects of the status quo analysis to closely examine the PSS needs presented by settled claims in a variety of different development settings. Both the status quo and subsequent work highlighted that the inadequacy of SIS was not unique to Restitution, but was a limiting factor across the reform programme as a whole. At the same time, the work raised questions about the overall approach to the programme, the nature of the indicators chosen to measure its success, and roles and responsibilities for executing the work. |
