3 Assessing the context

In Section 1 we briefly alluded to some of the factors shaping the current land reform policy and delivery environment. In this section we provide a brief assessment of some of the factors which could impact on the uptake and implementation of the SIS Strategy proposals. We use the RAPID framework to provide an analytic lens.
