Chapter 8 identifies key functional areas to be included in the development of a comprehensive capacity-building programme. Details of the proposed programme are contained within supporting documents. The programme targets actors in three spheres:
- Sphere 1 focuses on the specialised needs and requirements of land claimants, land reform beneficiaries, executives of legal entities and management bodies responsible for rights determination, land rights management and administration, resource and production management together with local associations representing land reform projects in a designated area.
- Sphere 2 contains DLA officials responsible for Restitution, Redistribution, Tenure Reform and other functions within the mandate of the Department.
- Sphere 3 contains councillors, officials and ward committees in municipalities, officials in other departments (e.g. NDA, PDoAs, DEAT, DTI, DPLG and DWAF) organised agriculture, NGOs and tertiary institutions with involvement in the land reform programme.
The detailed design and roll-out of this programme could be delegated to the ISP or put out to a separate tender. Close liaison with the existing training directorates in DLA, NDA and the PDoAs in particular would need to be maintained by these service providers. The ISP and the SIS Chief Director, together with the DLA/NDA national management team, will need to:
- Develop a detailed curriculum outline which can be adapted to meet the needs in particular provinces and district land reform contexts. The current ABP processes that are being rolled out nationally in each of the districts should be highlighting the needs in these areas.
- Engage with the relevant SETAs to determine unit
standards and accreditation mechanisms. - Identify and source training and capacity development service providers.
- Identify appropriate training delivery mechanisms for each sphere including in-service face-to-face courses, field-based learning, e-learning, mentoring and local learning-circle options.
- Develop detailed training and capacity development plans customised for the start-up districts.
- Ensure training delivery and monitor quality and impacts.
