Chief Directorate Land Tenure Reform and Support Services

Directorate: Public Land Support Services

MISSION

  • To provide value added public land information and support services to clients and to ensure the efficient administration of state land.

 

OBJECTIVES:

  • To obtain, gather and maintain relevant information on public land (including state land) in order to identify superfluous land for land reform.
  • To promote and oversee the administration of (state) land under the control of the Minister of Land Affairs, including the acquisition, disposal and vesting thereof, and
  • To supply relevant information and cartographical services to clients.

FUNCTIONS

  • Supplying information on public land, including state land & tribal areas.
  • Identifying public land and plotting it spatially correctly on a map (with the aid of a GPS). 
  • Supplying information on the juridical and geographical status of land. 
  • Supplying value added information on public land parcels with regard to legal encumbrances, land use, land potential. 
  • Assist with conducting land use investigations and land audits in order to identify superfluous land for land reform. 
  • Providing and maintaining Internet land administration system with various modules for managing state land under control of the Department and accessing the Public Land Inventory (maps and alpha numeric data). 
  • Assisting clients (other departments, provinces) in developing similar systems. 
  • Producing thematic maps. 
  • Assisting with confirming the vesting of ownership of state land (item 28(1) of Schedule 6 to the Constitution, 1996). 
  • Managing of title deeds on DLA land. 
  • Issuing of certificates of registered title. 
  • Instructing the survey of unsurveyed land under the control of the Department. 
  • Providing Land administration support and advice (e.g. disposal, servitudes, prospecting /mineral leases, leases, issuing certificates of registered title). 
  • Providing policy / guidelines on state land administration. 
  • Providing legal advice on state land administration. 
  • Providing capacity building and training on state land administration. 
  • Rendering assistance and support on National Forums dealing with state land issues.
  • Providing support and advice to the 9 Provincial State Land Disposal Committees (PSLDCs).

Directorate: Redistribution Implementation Systems

MISSION

To develop efficient products, systems and procedures for:

  • A more equitable distribution of land;
  • Addressing the problem of landlessness; and
  • Enhancing household income security, employment and growth throughout the country. 

FUNCTIONS

  • Create redistribution products, systems and procedures
  • Training and communication with regards to products, systems and procedures
  • Offer policy advice

OBJECTIVES

To ensure good quality products, effective training and communication strategies meant for implementers and the relevant stakeholders. Advice on policy matters is also provided to implementers and other DLA clients when requested.

 

 The following are the programmes of RIS

  • LAND REDISTRIBUTION FOR AGRICULTURAL DEVELOPMENT (LRAD)

This programme is a joint venture with the Department of Agriculture. Through this programme qualifying beneficiaries may acquire land for agricultural purposes.

  • COMMONAGES

The commonage product aims at improving people's access to municipal land for grazing purposes.

  • FARM EQUITY SCHEMES

This is an arrangement where participants purchase equity in the form of shares in land-based enterprise. Participants receive returns in the form of dividends and capital growth.

  • SETTLEMENT PRODUCTS

This product provides people with land for settlement purposes. The Settlement product provides grants to assist the landless people living under insecure tenure conditions to acquire secure tenure. 

  • NON AGRICULTURAL PRODUCTS

RIS is in a process of developing non-agricultural products.
